Select object
Press Enter

Specify base point

Specify rotation angle: 90

Repeat Rotate command
Select object and press Enter

Pick the same base point
Specify rotation angle: -90

Object rotate in clolckwise

Repeat Rotate command
Select object and press Enter
Pick the same base point
Command line: Copy

Specify rotation angle: 90

Object rotate and make a duplicate

Repeat the same steps, select the last copy and duplicate 2 more
